There is an immediate crisis facing people with intellectual and developmental disabilities (I/DD) in New York State. October 1, 2013 is the deadline for the State of New York to submit a draft plan to the Centers for Medicare and Medicaid Services (CMS), which will transform critical employment and residential service options for our family members, friends, and neighbors with significant disabilities.

This transformation plan will continue to promote individualized care for people with I/DD in the most integrated setting appropriate to the person’s needs. Supported Employment options will be expanded, with a greater emphasis on increasing the number of individuals in competitive employment settings.  However, one employment option is being targeted for elimination – sheltered workshops. Many individuals have relied on this important stepping stone to supported and competitive employment, or as their chosen employment option most appropriate to their needs.  This part of the NYS plan to CMS will eliminate this choice.

We fully support the transformation of our state system of services and supports for people with I/DD to ensure the provision of an array of service options, consistent with the most integrated setting appropriate mandate, informed choice, self-determination, and an individual’s person-centered plan.
